Paul Boama Sefa, a private individual, has taken the Speaker of Parliament, Alban Bagbin, and the Attorney General, Godfred Yeboah Dame, to court in relation to the anti-LGBTQ+ bill.
In his writ, which was seen by citinewsroom.com, Mr. Sefa, a farmer from the Ashanti Region, says that the Speaker and the Attorney General have breached the constitution in their handling of the Proper Sexual Human Rights and Ghanaian Family Values Bill.
Given the financial ramifications of the bill, he claimed that Parliament should have carried out a fiscal impact analysis before voting on it.
According to the plaintiff, the provisions of Section 100(1) of the Public Financial Management Act, 2026 (Act 921), which require that the bill be accompanied by a fiscal effect study when the bill is first presented in Parliament, were not complied with and have still not been complied with as of the date of this lawsuit.
This provision requires that the bill be accompanied by an analysis of the fiscal impact when it is first laid before Parliament.
According to him, this violation of the statute is the beginning of the Speaker’s efforts to violate the laws of the country.
Paul Sefa argues further that the failure of the Speaker of Parliament to exercise the provisions of the legislation was intentional given his determined commitment to allow the bill to go through the legislative process despite being fully aware of the statutory conditions precedent for laying the bill.

He is seeking a permanent injunction to prevent the defendants from committing any other violations of the Public Financial Management Act of 2016 (Act 921) in addition to any other kind of remedies that the court may consider appropriate.
