Ghana launches first phase of Work Abroad Programme for skilled workers

Ghana has inaugurated the first phase of its Work Abroad Programme, with Romania serving as the primary destination for qualified workers.

The program, spearheaded by the Youth Employment Agency (YEA) in partnership with the Ghanaian-European Centre and European labour institutions, seeks to give structured employment possibilities while ensuring fair salaries and safe working conditions.

Speaking during the opening on March 18, 2025, YEA Chief Executive Officer Malik Basintale downplayed worries that the program would result in a brain drain.

He stated that it would instead provide Ghanaian workers with significant international experience, which might improve the country’s economy.

“This programme offers our workforce the chance to gain global exposure while making meaningful contributions to Ghana’s economic development upon their return,” he further added.

Ghanaian-European Centre for Migration Opportunities

Andreas Bingen, Head of the Ghanaian-European Centre, praised the program as a step towards increasing labour mobility and lawful migration for Ghanaians.

This initiative is not just about employment abroad; it is about creating dignified work opportunities that strengthen both Ghana’s economy and international partnerships,” said Mr. Johnson.

Mr Bingen went on to say that Ghana is adjusting to global labour migration patterns by giving young professionals with legal and organised work opportunities abroad.

“Rather than losing talent, we offer chances for regular and circular movement. European firms require trained workers, and our project allows young Ghanaians to get vital experience while establishing Ghana as a dependable supply of competent labour,” he remarked.

Romania’s involvement in the Programme

Mr. Andre Petru Marin, General Manager of Structural Precision SRL in Romania, reiterated Romania’s willingness to accept Ghanaian workers and promote their well-being.

Our staff has taken all necessary efforts to facilitate a smooth transfer for all Ghanaian employees. “When they arrive, they will be taken to their accommodations, given additional training, and begin working,” he explained.

Mr Marin told Ghanaian workers that they will be treated fairly, paid competitively, and given possibilities for promotion.

We are excited to welcome skilled and motivated Ghanaian workers to Romania.” This program enables students to obtain international experience, earn a consistent salary, and return home with skills that will help Ghana’s development,” he said.

He also remembered Ghana’s historical links with Romania, emphasising the role Romanian engineers played in Ghana’s infrastructure development during Dr Kwame Nkrumah’s presidency.

Labour Minister: The Program will combat irregular migration.
Dr Rashid Pelpuo, Minister for Labour, Jobs, and Employment, stated that the scheme offers a systematic alternative to irregular migration and a solution to youth unemployment.

Legal and structured migration holds the key to the future of labour mobility. We cannot allow our youth to face life-threatening risks by taking unconventional routes. “This programme provides a safe, well-regulated alternative,” he stated.

Dr. Pelpuo said that the government will actively monitor the scheme to ensure transparency and prevent the abuse of Ghanaian workers abroad.

“The Work Abroad Programme offers Ghanaians a legal way to enter global labour marketplaces. We will make certain that every person who participates is safe and fully benefits from the chance,” he stated.

He also emphasised that remittances from Ghanaian workers abroad would benefit families, businesses, and the national economy.

The training and registration process

To help personnel prepare for their new responsibilities, Dr. Pelpuo stated that the Management Development and Productivity Institute (MDPI) will provide pre-departure training to chosen applicants.

“This training will equip participants with the necessary skills to adapt to their work environments while maintaining Ghana’s reputation for hard work and discipline,” the president remarked.

The government has launched an online registration system via which interested applicants can apply, with selection based on specific qualifying requirements.
