On February 25th, 1940, Packer was born in the community of Wellsville, which is located in the state of New York. During his time as an athlete at St. Lawrence University, Packer’s father, Tony, was a member of the St. Lawrence University teams for three different sports: football, basketball, and baseball.
The year 1982 marked the year when his father’s induction into the university’s Hall of Fame was celebrated. In addition to this, his father held the position of head coach of the men’s basketball team at Lehigh University for a considerable amount of time.
Billy Packer attended Liberty High School in Bethlehem, Pennsylvania, for his secondary education and obtained his graduation there. After that, he finished his studies at Forest University in Winston-Salem, which is situated in the state of North Carolina in the United States.
During the final three years of his education, he participated in basketball at his school and was a member of the school’s basketball team, where he held the position of guard for the team. After finishing his schooling, Billy began working as an assistant coach at the same university that he had attended previously.
